Rich Noll Memorial Scholarship
The Rich Noll Memorial Scholarship at the University of Missouri will be awarded to a second year Masters in Public Affairs student who has completed an internship in local government or has demonstrated a commitment to a career in local government. The recipient will receive a monetary award to offset tuition, plus the opportunity to attend the annual International City/County Management Association (ICMA) conference expense free. To all who knew him, Rich Noll was a model public servant. He was a very proud MU alumnus. Graduating with his Bachelor’s in 1981 and Masters in Public Administration in 1983, he remained a true Tiger; loyal to MU in many ways, including serving on the MPA alumni advisory committee for more than a decade. Rich’s understanding of the importance of public service led him to a career in city management. He served in many capacities during his tenure with the City of Kansas City, Missouri, and always put the interests of the citizens first. Rich had a special gift to bring out the best in the people around him.
